# Interrupt separation at the level of structure

A protocol that only specifies rules will produce bureaucracy; one that only cultivates practices will produce good intentions without accountability. Requiring all three layers – [accord, ritual, and critique & contemplation](/every-protocol-has-three-inseparable-layers.md) – in every protocol is what makes the interruption of separation structural rather than aspirational. A protocol missing any layer cannot be adopted.
